This paper provides answers to frequently asked questions on development evaluation. Drawing on selected literature and the author’s experience in independent development evaluation at the African Development Bank, it presents key concepts, principles, and practices that underpin the discipline. The paper discusses the definition and purpose of evaluation, its distinction from related disciplines, the respective roles of self-evaluation and independent evaluation, the main types of evaluation, evaluation processes, methods used to generate credible evidence, mechanisms for quality assurance, and the use of evaluation findings to support learning and accountability. It is intended as a practical reference for evaluators, development practitioners, policymakers, and other stakeholders interested in understanding and applying evaluation in development contexts. As the paper reflects evaluation practice up to 2020, it does not address more recent developments, including the use of artificial intelligence in evaluation, the methodological adaptations prompted by the COVID-19 pandemic, or the recent implications of evolving international development aid policies.
